Can an apparently individual act of violence in a symbolic place constitute an instrument of hybrid warfare aimed at reconfiguring the strategic alliances of a sovereign nation-state? This question, which questions the relationship between individual agency and transnational power structures, guides this analysis from the perspective of multipolar sovereignty.
The April 13, 2026 incident at the Pyramid of the Moon, Teotihuacan, is being examined as a plausible hypothesis of an operation under a false anti-fascist flag. I suspect that forces associated with the Deep State (and the Deepest State) intend to blame identity movements, erode popular support for sovereigntist positions, and distance Mexico from the construction of a multipolar order based on the sovereignty of nation-states.

Official records identify Julio César Jasso Ramírez (27 years old) as a lone author, with a profile compatible with the “lone wolf”. However, the available audiovisual materials show a ritualized execution with memorized phrases and coherent purpose, which invites a deeper analysis of conceptual intelligence. Similar patterns appear in documented precedents, such as the Breivik case (2011) or incidents instrumented through closed digital environments. The similarity observed with previous cases of psychologically vulnerable profiles exposed to identity texts reinforces the hypothesis of systematic cognitive exploitation, aimed at activating automatic rejections that redefine any defense of national sovereignty as a threat.
This dynamic is inscribed in the strategy of historical tension, adapted to contemporary environments of cognitive warfare. The timing – immediately prior to the Global Progressive Summit in Barcelona (18-20 April 2026) and a month before the World Cup – suggests a strategic calculation to maximise psychological and diplomatic impact. In this context, Alexander Dugin’s conceptual framework is illuminating: “There is the Deep State and the Deepest State. The Deep State is the liberal globalists (Soros, Obama). […] The Deeper State is the network exposed in the Epstein files where the left-liberal elite (Deep State) meets the right-wing big-money elite/big tech elite” (Dugin, 2026).
In addition, Igor Panarin’s analysis of hybrid warfare allows us to conceptualize the event as a transnational extension of low-intensity conflicts. According to Panarin, in these dynamics the main battlefield is the cognitive sphere, configuring an advanced Kulturkampf oriented to the conquest of minds through think tanks and soft power structures linked to the US deep state and parallel elements within national political and military structures (Panarin, 2022).
Tengo la sospecha de que el objetivo sería neutralizar la deriva soberana de México hacia un multipolarismo basado en Estados-nación rebeldes y sus relaciones estratégicas con Rusia, China, India and Iran, to re-orient and re-absorb it in dynamics of preventive counter-sovereignty within the liberal socialist framework supported by structures close to the Spanish government of Pedro Sánchez and the Second Socialist International, with figures such as Hillary Clinton and associated networks (Democracy Now, Black Lives Matter, FEMEN, Antifa and the like).
This approach becomes more relevant in the context of the clash for control of the ocean-cosmos. As I have argued in my article Hegemonic restoration and unlimited war in the Arctic-space multipolar competition (Pagani, 2026a): “The concept of ‘ocean-cosmos’—the critical intersection between the Arctic maritime domain […] and spatial dominance—emerges as the decisive strategic theater of the twenty-first century.” Multipolar competition contrasts unipolar coercive approaches with models based on sovereignty and interstate cooperation.
At the same time, the incident coincides with progress in the Mexico-Brazil sovereign energy alliance, proposed as a pillar of national autonomy. In reference to my article Mexico-Brazil: Sovereign energy alliance in the face of the Donroe Doctrine and the dynamics of the Gatopardian revolution in the hemispheric order (Pagani, 2026b), I argue that: “In March 2026, […] Lula proposed to Sheinbaum the formation of a strategic alliance between Petrobras and Pemex for the joint exploration of crude oil in the deep waters of the Gulf of Mexico.” This initiative represents an instrument of energy sovereignty that strengthens Mexico’s position in the emerging multipolar order and counteracts dynamics of hemispheric fragmentation.
Hypotheses of conclusions and public policy recommendations
Circumstantial evidence—patterns of cognitive instrumentalization, geopolitical synchrony, and alignment with networks of influence—supports the plausibility of a low-intensity hybrid operation. As scientific and diplomatic countermeasures from multipolar sovereignty, the following are proposed: (1) strengthening institutional capacities of conceptual intelligence and cognitive counterwarfare; (2) consolidate energy and strategic alliances that reinforce national autonomy and its insertion in multipolarism; (3) to develop an updated critical theory that dismantles destabilizing cognitive narratives; and (4) prioritizing relations with key actors of the multipolar order (Russia, China, India, Iran) on the basis of mutual sovereignty.
In this way, Mexico can affirm its role as a sovereign historical subject, preserving the essence of the Fourth Transformation in the face of dynamics of hegemonic reconfiguration.
